Contract Description:
Washington Department of Fish and Wildlife (WDFW) will perform a variety of tasks associated with fish screen improvements at Phase II and Fund Swap screening facilities throughout eastern Washington.  The following description provides an overview of what work will be done and approximately how much money is allocated per task.

WDFW will construct six drum screens compliant with federal and state screening criteria.  These screens will provide flexibility for WDFW to respond to issues with existing screens and better protect fish life.  The new drum screen inventory will be installed at other sites as needed.

Two of the six drum screens will be installed at the Kelly/Lowry site in the spring 2021 before irrigation season starts, in the dry.

WDFW will hire a subcontractor to refurbish 16 Phase II and Fund Swap screen facility gantry structures.  This entails removing the gantries (metal structures used to lift and place drum screens), recoating them with protective paint or plascoat, and reinstalling.  It will dramatically prolong the life of these structures and help prolong the screens as well via easier lifting to protect them from damage outside of irrigation season.  WDFW will also purchase capital equipment in the form a John Deere 50G mini excavator and a backpack lamprey specific shocker.

When the Phase II and Fund Swap fish screens were originally constructed from the early 1990's though the early 2000's, computers were either not present or relatively new to WDFW staff therefore records are all in hard copy.  This task funds WDFW staff to compile site summary sheets in electronic form that will provide a wide variety of information about each screen site such as year built, design flow, location, last refurbishment action, compliance status, and many more site details in table format.  These site summaries will be attached to the Phase II 2019-2020 annual report as an appendix and will be working documents updated as change occurs.  The appendix will continue to appear in annual reports each year.

The next four tasks, WE's F- I are project scoping and conceptual designs for screen facilities with known issues.  The Snipes/Allen bypass, Buttermilk head structure, Skyline forebay, and Chewuch control spill channel all perform sub-optimally and could use an upgrade.  This task focuses on identifying the next course of action and assuring its feasibility.

The final task is the purchase of new compliant screening panels for the Naches/Selah fish screen site.  These panels will be purchased via competitive bid process and arrive at the Yakima Construction Shop (YCS) pre-assembled.  After irrigation season in 2020 YCS staff will remove the old panels and install the new ones.

The remainder of the contract value is taken up with status reports, communication, and other budget tracking and contract tasks via FTE time.
